Working Groups (July): Implementation Strategy

The last set of Working Group meetings before the Transformation Plan submission took place virtually from July 22 to 24. Ambassadors, residents and stakeholders came together to brainstorm on potential lead partners, support and resources for key projects for improvements and transformation in The Hollow, based on the three core elements of the plan: People, Neighborhood and Housing.

The Neighborhood Working Group focused on improving transportation, mobility, open space, recreation, and cultural identity. Updates were also shared on ongoing conversations between stakeholders and possible partnership opportunities. Key projects that were discussed included improved crossings and streetscape at key intersections that have been identified as part of the high injury network along Pequonnock St. As pedestrian safety and experience, as well as the physical connection with Downtown being the top priorities of the projects, the session focused on finding potential resources for physical improvements, such as the Safe Streets for All program which is currently undergoing. Participants brainstormed potential partners who could help bring more neighborhood activities and programming, such as festivals, services, and initiatives to strengthen the role of local organizations. There was a strong interest in highlighting the neighborhood’s diversity, including support for small and minority-owned businesses by the potential beautification on the main business corridors of The Hollow.

The People Working Group centered on education, employment and health-related projects. One of the main focus areas is providing safe afterschool programming and environments for the young residents of The Hollow through the leverage of existing services and the provision of transportation options such as a Walking School Bus initiative. Amongst the projects there is the creation of an employment resource guide, as well as connecting residents to financial literacy and self-sufficiency programs. Attendees also learned about existing youth employment and job training programs offered by partners such as the Cardinal Shehan Center, and potential opportunities for afterschool at the Wakeman Boys and Girls Club. Other of the ideas that were discussed was connecting residents to health programs including trauma-informed care through activities that involve music and art.

The Housing Working Group focused on strategies to retain affordable housing and invest in stabilizing the existing housing stock. The session included a presentation of potential new sites for future housing, showcasing different configurations and unit counts that have been reviewed as possibilities. Participants actively contributed ideas and suggestions to support these efforts. Potential partners on the call included Habitat for Humanity and the City of Bridgeport, who shared valuable resources such as existing projects and programs that align with the plan’s goals, such as inclusive homeownership workshops open to all residents. Other ongoing efforts discussed included creating a pipeline for resident-based construction careers, strategic plans to support residents in transitioning to homeownership, and housing rehabilitation programs that open the door to collaboration with new City partners like the Housing and Community Development Office, and the Department of Social Services. The planning team also continue sharing that JHM is the selected co-developer for The Greene Homes redevelopment, marking an exciting step forward in the Transformation Plan.

All the sessions focused on working together in an inclusive and open way, making sure information was shared clearly, and identifying any missing resources or connections needed to help make the plans for The Hollow successful.
